The Premier League club have not disclosed the fee paid for El Ouriachi or the duration of his contract.
The 19-year-old has linked up with coach Mark Hughes’ men in Singapore at the Asia Trophy. He joins ex-Barca youngsters Bojan Krkic and Marc Muniesa at the Britannia stadium.
“Moha’s excited about joining a Premier League club,” said the club chief executive Tony Scholes.
“He has seen the progress made by Bojan and Marc and wants to try to do likewise.” El Ouriachi featured for Spain at youth level, as well as the Morocco U-23 side.
He becomes Stoke’s ninth signing of the summer, following in the footsteps of goalkeepers Shay Given and Jakob Haugaard, defenders Glen Johnson and Philipp Wollscheid and midfielder Marco van Ginkel.
